To maintain a healthy advertisement system, Google has begun to restrict those ads which generally offers third-party tech support.

These are those types of ads where you suddenly get a pop-up where it shows your computer is at risk, and you must have immediate tech support to our system due to some coding of those pages your computer is frozen or hanged generally it can be rectified when you restart your computer forcefully.
These are some common techniques which can be used to make fool of those people who are not that techy.
As per google, they will start restricting these types of ads which are running globally by initiating verification programme to make sure only authorized providers of the tech support can use to reach customers who may have a serious or true problem.
This system has been tried and tested and similar programs were earlier initiated to stop and fight fraud in areas such as local locksmith services and addiction treatment centers.
Generally “misleading or predatory” behavior is the term which is basically called by the google. Where they have banned all ads on high-interest payday and bail bond services.
As far as unauthorized tech supports are concerned it is taking these many time because it's very tough to separate unauthorized from authorized due to which they are also working with law enforcement and agencies to address the issue.
Last year, Google removed more than 3.2 billion ads that violated its advertising policies, amounting to more than 100 bad ads per second.
